ㅇ Maintain a wide variety of data and information relating to industrial land in support of industrial land selection by local/global     enterprises and industrial land policy development by national/local governments and provide industrial land information     necessary to businesses, individuals and relevant authorities by leveraging cutting-edge IT technologies such as GIS or WEB to     improve productivity and quality of administrative processes and public services relating to industrial land ㅇ Implement and operate an industrial land information system pursuant to Article 5.3 (Implementation & Operation of Industrial     Location Information Network) of the Industrial Lands & Development Act   ㅇIn the 1st phase of the industrial land information system program in 1998, 3 city/county/district were selected as pilot project    venues to lay ground for such a system and, in the 2nd phase of the program in 1999, nationwide industrial park DB was implemented    and, in the 3rd phase of the program in 2003, the implementation of the industrial land information system was completed, marking    the last milestone just before the system go-live. ㅇ Meanwhile, the Korea Research Institute for Human Settlements (KRIHS) was designated by the Ministry of Construction & Transpor-     tation as the operator of the industrial land information system (1998.10.29) and awarded with the system operation & administration     contract as a part of the phase 3 of the program in the above (2000.7.14~2000.12.31). Accordingly, KRIHS has operated the system on     a pilot basis and began to operate the system in full scope as the system operation agency since 2001.   Comprehensive Program Governance Structure     Organization Responsibilities Ministry of Construction & Transportation - Provide oversight for the industrial land information system - Forward data and information relating to nationwide industrial parks that it approves to the center - Maintains statistics relating to nationwide industrial parks Industrial Land Information Center - Provide system user training & provisioning services - Operate and maintain the Industrial Land Information System - Compile (nationwide) statistics on a regular basis - Enter industrial park drawings and plans into system and generate default attributes - Operate and manage system servers - Support data backup and recovery Metropolitan City/Province Government - Forward new or revised industrial park drawings and documents to the industrial land information    center (limited to industrial parks approved by city/province governments) - Manage drawings/attributes relating to industrial parks - Collect and maintain statistics on a regular basis (city/province government statistics) - Manage industrial land environment and policy data of city/province governments (once a year) City/County/District Government - Forward new or revised industrial park drawings and documents to the industrial land information    center (limited to industrial parks approved by city/county/district governments) - Manage drawings/attributes relating to industrial parks - Collect and maintain statistics on a regular basis (city/county/district government statistics) - Manage industrial land environment and policy data of city/county/district governments    (once a year) Relevant Authorities ※ Project owner or administration authority of national/local industrial parks - Assumes full responsibility for industrial park - Forward new or revised industrial park drawings and documents to the industrial land information    center - Manage drawings/attributes relating to industrial parks Local Industrial Complex Corporation & Management Office ※ Management corporation & office mandated by metropolitan city/province or city/county/district ※ Ad-hoc management corporation & office organized to support development and subdivision sales of     industrial park is excluded. - Forward new industrial park drawings and documents to the industrial land information center - Manage drawings/attributes relating to industrial park       System Configuration & Contents   ㅇ The industrial land information system relies on an organic network of the Ministry of Construction & Transportation responsible for     establishing industrial land policies, metropolitan city/province government or city/county/district government in charge of maint-     enance of relevant data and information, corporate and individual users of such data and information and the system operation center     overseeing the operation of the system. ㅇ The system also supports improvement of information quality, system reliability and data integrity by leveraging interfaces with 3rd party     systems. ㅇ The key system functionalities center around collecting and providing a wide palette of industrial land information relating to     designation, development and subdivision sales of industrial parks, industrial land environment and industrial land drawings     (GIS), etc. ㅇ As the system focuses on collecting and analyzing industrial land data in support of industrial land policy and study, it provides     mostly statistics, drawings and maps relating to designation, development and subdivision sales of industrial land.
